Despite scoffing when Gov. Rick Perry first challenged universities to create a $10,000 bachelor’s degree, the Texas Higher Education Coordinating Board is moving “aggressively” to tackle the challenge, said Raymund Paredes, the state’s commissioner of higher education. otential solutions hinge on smarter use of technology and online courses, and on allowing students to work at an accelerated pace. Van Davis, special projects director for the board, suggested a bidding process by which universities could compete to develop low-cost, statewide virtual degree programs in targeted fields.
