Jon Bell and Mike Ruman want to help foster parents spend that time doing something more productive than surfing the web or checking their Twitter feed. Through their business, Parenting Academy, they’re developing a smartphone application that will enable foster parents to take required continuing education courses online rather than having to do it in person, which often requires travel to another city and involves an additional expense for child care.
