http://chronicle.com/free/2002/03/2002030801u.htm Negotiating Panel Postpones Its Recommendation on the '12-Hour Rule' DAN CARNEVALE A U.S. Education Department panel on Thursday decided to delay by a month a decision on whether to endorse proposed revisions to a financial-aid regulation that affects distance education, after some panel members voiced opposition to the proposed changes. The panel is debating the fate of a student-aid rule that requires college programs that don't operate under a semester, trimester, or quarter system to deliver at least 12 hours of classwork a week in order to provide federal financial aid. Known as the 12-hour rule, the regulation is unpopular with some distance-education officials, who say it inhibits institutions from developing innovative teaching methods....
