Poor provision makes it difficult to learn, and may leave the student not wanting to learn or, even worse, convinced that he or she cannot learn. So quality is a key issue in education, whether it be by traditional face-to-face or more open and distance learning methods. Rapid advances in information technology and easy access to the Internet and the Web are reshaping education and training by providing new learning environments and new ways to learn. The emerging trend is a paradigm shift toward Web-centric teaching and learning. The unique attributes of on-line education (e.g. use of hypermedia, connectivity, interactivity and flexibility) enable learning modes that are not possible using traditional means. These characteristics are compatible with those emphasized in interactive, collaborative, and student-centered learning. As a revolutionary medium in education, the Web will lead to new educational structures, requiring new institutional processes, new support structures, new teaching and learning resources, and new skills and pedagogy. Indeed, a major challenge for educators is to effectively integrate technology and pedagogy for learning in a networked multimedia environment with keen local and global competition....
