A mortgage officer who lives in Evansville, Ind., he hoped to earn a bachelor's degree in information-technology management so he could change careers, but he couldn't find a traditional program to suit his schedule. So in December 2000, he enrolled in an online program at the Masters Institute, paying tuition with Pell Grants and applying for federal loans. But several months later, the college shut down....
