Now observers are saying colleges will have a harder time experimenting with new teaching methods online. Both the House of Representatives and the Senate heeded President Bush's recommendation to cut money for new awards under the Learning Anytime Anywhere Partnerships, an Education Department grant program that supports innovative distance-education projects.
