Senate Vote Effectively Kills a Distance-Education Grant Program

The final nail in the coffin for a federal distance-learning grant program came yesterday with Senate passage of a spending bill that finances the U.S. Department of Education. Now observers are saying colleges will have a harder time experimenting with new teaching methods online. Both the House of Representatives and the Senate heeded President Bush's recommendation to cut money for new awards under the Learning Anytime Anywhere Partnerships, an Education Department grant program that supports innovative distance-education projects. President Bill Clinton started the LAAP program in 1999....
