According to the British Council's office in Washington, which has been tracking these and similar scams, developing countries are a particular target. Advertisements to "buy your way to a better job" make tempting offers. All applicants have to do is call an American telephone number and send a cheque. However, according to the council, for $500 to $1,000 all you get in return is an embossed piece of paper purporting to be a degree, but which will not carry much weight with a serious personnel department....
