Following negotiations that have dragged on for almost a year, the venture, jointly sponsored by the information provider Thomson Corp and the consortium of elite institutions known as Universitas 21, is expected to be launched in New York. The U21 network, an elite group of 18 universities, including four in Britain, hopes to capitalise on the surging demand for post-secondary education in Asia and Latin America by making graduate courses available to prospective students in areas under served by traditional campuses....
