The House Education and Workforce Subcommittee on 21st Century Competitiveness is set to consider a bill offered by Rep. Johnny Isakson, R-Ga., that would repeal the so-called "50 percent rule," which states that schools may offer no more than half of their classes via distance learning technologies....
