Hsu and Amy Argetsinger, Washington Post Staff Writers, Tuesday, July 31, 2001; Page B01 The House of Representatives voted yesterday to expand a college aid program to allow virtually all high school graduates living in the District to attend public colleges across the country at in-state tuition rates. The bill, which now goes to the Senate, would broaden a benefit that is becoming an important part of the city's drive to lure back residents from the suburbs. The year-old program, which originally limited aid to students who had graduated since 1998, will now be open to most District adults seeking an undergraduate degree on at least a half-time schedule....
