The No Child Left Behind Act: What States Need to Know

The reauthorization of the Elementary and Secondary Education Act (ESEA), also known as the No Child Left Behind Act (NCLB), presents state boards of education with an unprecedented opportunity to leverage new state education reforms, while at the same time challenging state policymakers to comply with a considerable number of new and exacting federal requirements. The fundamental issue confronting each state in the No Child Left Behind Act is how to coordinate existing state reforms with these new requirements (particularly those related to standards, assessments, and accountability), while preserving the integrity and seamless quality of its education system—so that it does not become a patchwork of sometimes conflicting rules and regula-tions. This must be accomplished as states, districts, and schools are required to meet the law’s ambitious deadlines and high expectations
for student achievement....
