Lighting Up Dark Fiber - FLORENCE OLSEN, the Chronicle

Colleges have long complained about being charged what they deem exorbitant prices to use the phone companies networks to get Internet services. But things have changed. The recent collapse of many telecommunications companies has spawned fire sales of unused fiber-optic capacity -- and some colleges are rushing to snap up the bargains. These colleges are acquiring otherwise unused fiber-optic capacity, called dark fiber, to build regional education networks, and some are even mulling the creation of a national fiber-optic network for experimental research.
