Making Online Information Accessible to Students with Disabilities

When providing online information or instruction, Web authors should ensure that their Web pages are accessible to all individuals, including those with disabilities. For individuals with sensory, motor, or cognitive disabilities, computers can provide equal access to the same types of information and online courses that people without these disabilities enjoy. On June 25, 2001, the Access Board, a governing body charged with helping U.S. federal agencies achieve Web accessibility, announced a set of guidelines that would help these agencies comply with Section 508 of the 1998 Rehabilitation Act. The board mandated that federal agencies make their electronic information available to all federal employees and all individuals in the public, including those with disabilities, unless "an undue burden would be imposed on the agency" (Access Board, 2001). Though the Access Board created these guidelines solely for U.S. federal agencies, they also provide a useful framework for Web designers who want to make their sites accessible (Brewer, 2001)....
