[NASDAQ: MSFT], attorneys general for the 19 states that joined the suit called today's decision a "clear victory." In a unanimous decision, the U.S. Court of Appeals for the District of Columbia overturned a trial court decision to split the software giant into two companies. The appeals panel also partly rejected the lower court's finding that Microsoft illegally tied its Internet browser to its Windows operating system....
